City Duo’s Guide to the AHCIRP – Helping Vancouver make an Affordable Choice

With the fate of only two proposals left to be decided, we’ve opted to unpin this from the top of City Duo’s homepage in favour of an article on its successor, the Secured Rental Policy.

After I wrote our MIRHPP guide (with Hannah’s help), we wondered how hard it would be to gather a list of all the homes proposed under the Affordable Housing Choices Interim Rezoning Policy since it was created in 2012. As you can see from the map below, my curiosity eventually won out and, a few hours later, this guide was born.

On November 26th, 2019 city council officially closed this policy to new enquiries, though any project submitted before this date was allowed to move forward (pg 16-17 A). In December 2021, city council approved what is essentially its replacement, the streamlined Secured Rental Policy.

All together, 27 proposals that will create 1,628 rental homes have been approved, while one that would have provided 21 homes was rejected and another two that would have offered 158 homes have been withdrawn by their proponent. No projects are scheduled for a public hearing. Two applications with a combined total of 97 rental homes remain at the rezoning stage.

This city-wide policy allowed for 6-storey buildings on properties along arterial streets within 500 meters of a “Local Shopping Area.” Outside that distance, sites were limited to 4 floors, and were required to be located within 100 meters of an arterial road.

However, it did not apply to areas that already permit 6 floor or taller buildings (e.g. Downtown, Yaletown, the West End), nor to those with a recently approved community plan (e.g. Grandview Woodland, the Cambie Corridor, and Marpole).

Though a cap on the amount of applications that can be filed under this program was eventually removed, it still forbid more than two within 10 blocks of each other on the same arterial road. Originally, applications in the 100 meter zone were limited to 3.5 floors, but this was relaxed to four floors by city council in 2018.
