2015 Development Approval Timeline And Progress Report

There was a lot of hope and renewal promised in 2015, with the unveiling of the Stack, our city’s tallest office building, and the award winning Alberni by Kengo Kuma residences. Both have since finished construction, as have other proposals representing a combined total of over 2,500 strata, and 500 rental homes. However, as progress on the Pearson Dogwood, and Little Mountain Master Plans has lagged well behind their five – ten year timelines its legacy remains far more tarnished.

The spreadsheet below includes the details, and timeline for every rezoning application for this timeframe, from when it was first submitted to when it was ready for occupancy. This includes all notable dates in the rezoning, development application, and the building permit stage, along with details about what each project sought to provide. Obviously we note when/if something was rejected or withdrawn too.

Each of these steps represents a negotiation between our city officials, as well as private, and/or public developers. As such, the review process can grind to a halt simply because an applicant team is unable, or unwilling to move ahead with their vision at that point in time.


This was the last full year the city used the “Permit Review and Inspection System Manager” (PRISM) computing system which means some data is no longer publicly available online. However, we’ve done our best to work around this using the internet archive, and the minutes of various civic bodies. Most addresses, and permit numbers have been hot-linked to the city’s website, though some may lead to an archived version of that webpage, or a development site if you click them.
